Meadow Hill, Inc., Executive Board
November 17, 2021

The Executive Board Meeting and Executive Session were convened at 12:45PM by Property Manager Sheila Duncan. Board Members present:  President T. Dolan, Vice-President J. Fuda, Secretary L. Weeks, Treasurer C. Liscomb, and Director A. DiMarco. Director S. O’Leary joined at 12:52 p.m.

The Executive Session was adjourned at 1:27PM

The Open Session was convened at 1:33PM with all the same present plus Superintendent Darien Covert.

Treasurer’s Report

Treasurer C. Liscomb reviewed the assumptions made and the process that the Budget Committee used in putting the 2022 budget together.  Treasurer Liscomb stated that the objective of the committee was to keep the cost down for the homeowner fees while, at the same time, ensuring that we have the protection necessary for the assets of the community and that we are able to keep up the quality of the character of the community.

Liscomb moved, J. Fuda 2nd, that the proposed 2022 Meadow Hill budget and capital expense, capital improvements, and reserve analysis be accepted by the board. The motion was approved unanimously. 

President’s Remarks

President T. Dolan expressed the community’s heartfelt condolences to Nancy Roberts, in the loss of her horse, Dutchess and stated that her presence brought joy to the community. President Dolan reported that she had sat in on three different budget committee meetings and was extremely impressed with the diligence and hard work of the members and that each brought a different perspective. Each had a wealth of experience. David Faxon and Larry Abbott were each former board treasurers and Angelo DiMarco brought his expertise as a business leader. Chris Keating, a former board member, brought her perspective as a community member. They did a fabulous job and I want to commend Connie for being the leader in bringing forward such a great budget.

President Dolan also announced that the board meetings for January, February, March will be via Zoom  because so many residents are gone for the winter.
She also mentioned that we’re planning to establish a Long-term Study Committee. This idea came out of the budget deliberations. The committee will be charged with developing a list of items to be considered moving forward and bring forth a report with recommendations on major projects and our needs for the future. Dave Faxon, Larry Abbot], Jim Fuda, Angelo Demarco, in consultation with Connie [Liscomb] will start that process after the first of the year. Jim Fuda will be the chair.

Maintenance Report

Covert reported that they are about 80% done with adding leaf guards and 80% done cleaning gutters and will then continue focusing on garage trim and garage bottoms.

Open Forum

#182 Linda Fillion expressed thanks for alerting the community to Dutchess’ passing and offering help to Nancy Roberts .

#33 David Faxon why do we need 20 pages of general ledger in the board package? Sheila: we don’t normally have that much. I was on vacation last week and our system created the information but should not have been included in the packet.

#174 Eileen Rotharb interested in status of pine needles near unit. Darien: The landscapers are out now cleaning leaves etc. Ms. Rotharb is concerned that nobody knows what to put in recycling.  Darien Covert responded that there should be a sign in every storage area and can also be found by going to All-Waste’s website.  Darien reported that a study is being done to see if more recycling bins are needed.  Ms. Rotharb asked about installing electric vehicle chargers here at Meadow Hill? President Dolan stated that this was one area that the Long-term Study Committee will be investigating. Luther: As an EV owner, my opinion is they would not be in the interest of Meadow Hill or EV owners.

#171 Roger Bouchard: Concerned about problem Tom Lombardo had with breaker tripping, could it be related to aluminum wiring? Sheila Duncan: w] are still investigating the cause and responsibility.

#276 Walter Brownsword: can owners do tankless water heaters. Luther: Yes, but in practice can be prohibitively expensive.

New Business

Dolan moved, J. Fuda 2nd 183 patio door replacement request.
Motion was approved unanimously.

Weeks moved, T. Dolan 2nd #100 awning replacement request.
Motion was approved unanimously.

Fuda moved, T. Dolan #199 window and patio door replacement request.
Motion was approved unanimously stipulating that all outside framework that is visible must be brown in color.

Fuda moved, L. Weeks 2nd to adjourn.
Motion was approved unanimously at 2:35pm
