Meadow Hill Board Meeting
December 16, 2020
Executive Session
The executive board meeting was called to order at 1:03 PM. This was a zoom meeting. Present were Luther Weeks, Larry Abbott, Toni Dolan, Sandy O’Leary, Connie Liscomb and Sheila Duncan.

Open Session
The Open portion of the Meeting was called to order at 1:32 PM with the Directors and Manager noted above present as well as Maintenance Supervisor Darien Covert. This meeting was held online through zoom; access with a number of residents were present online as well.
Minutes
The minutes from the online board meeting of November 18, 2020 were approved unanimously by email.
President Remarks
Luther thanked Darien and Mike in advance for planning for snowstorm
Financial Reports
Budget for 2021 is awaiting final approval from all homeowners by ballot. Imagineers will send out letter to include what the new homeowner association fees will be effective January 1, 2021.
November shows $236,000 in reserves but still need to pay for stonewall and a new roof by year end.
We are on target to pretty much see a balanced budget for year end 2020.
Larry asked Sheila about the engagement letter for the 2020 audit. She indicated she would sign it when it came in.
Maintenance and Committee reports
Superintendent Report :
Darien reviewed plans for handling snowstorm.
Project list is on track.
Committee Reports:
Grounds: Committee met with Allied Chemical to discuss and better understand the chemicals used in fertilizing the grounds. Communication will be established with homeowners to explain when fertilizing is to be done and what is being used.
Some discussion regarding irrigation methods is also being pursued.
Friends of the River: Roger Bouchard presented a proposal to have three trees considered by the river area to be “crown reduction” trimmed. Paper work provided to board regarding procedure and reasons.
Toni Dolan moved to allow the trimming of these trees. Larry Abbott second; All in favor-Approved unanimously.
OPEN FORUM
Eileen Rothfarb unit #174 asked about car parked in spaces during snowstorms.
Angelo DiMarco unit #328 asked several questions and all were addressed as already being done by board and/or property management company.
Linda Fillion unit 182 wished to thank the residents that put up holiday lights and provided some much needed holiday cheer.
Managers Report
Completed evaluation reports for maintenance personnel.
Budget ballots will be counted and results mailed out to all homeowners.
Correspondence regarding intent to enforcement of rules, rule #6 in particular was mailed out to all homeowners.
Old Business
Regarding COVID-19 –there are no changes of restrictions at this time
53 HWN request for new mailbox and light fixture. Luther moved to approve, Connie second;
Vote: Luther voted in favor; Connie Larry Toni and Sandy voted to oppose; The motion was denied.
New Business
Luther moved to approve the raises and bonus for maintenance personnel discussed in executive session; Connie 2nd; All in favor; Approved unanimously
Bouvier Insurance renewal—Larry moved to approve; Luther 2nd; All in favor. Approved unanimously.
Sandy O’Leary presented a request from homeowner Kim Trela Unit 142 S regarding possibility of establishing a Community Facebook page for Meadow Hill. Toni made a motion to table until we all have time to review proposal. Connie 2nd; All in favor
Luther moved that in January we send downpayment to our Attorney to start the process of rewriting our by-laws. Toni 2nd; All in favor; Motion unanimously approved.
Luther motion to approve initial purchase of rubber attachements for garage doors for approximately $1000.
Connie 2nd; This initial order will provide material for 40-45 garages. Balance to be purchased at a later time.
All in favor; Motion unanimously approve.
Homeowner Variance Requests:
There are no new homeowner variance requests.
Connie motion to adjourn at 3:04 PM Larry 2nd. All in favor.

The following requests were submitted and voted on by email:
A request was made from Todd Blais and others to have permission to put up holiday lights and wreaths by the barn area at their own expense.
Connie made motion to approve. Toni 2nd, Larry amended that a signed waiver be signed if anyone was to use a ladder.
All in favor as amended. Unanimously approved 12/2/2020 by email.
Luther moved to accept bid of $8700 from SJR Construction for roof at unit #296
Larry 2nd All in favor. Unanimously approved on 11/30/2020.
